Wanda Jean Allen, who killed her longtime lover in a jealous rage and whose plea for clemency drew national attention and revived the debate over the death penalty, was executed here tonight. She was 41. Ms. Allen was the first black woman to be executed in the United States since the Supreme Court reinstated the death penalty in 1976.
