Franklin Delano Roosevelt, war President of the United States and the only man to hold the highest office in the land for more than two terms, died suddenly yesterday afternoon at his Warm Springs, Ga., retreat from a cerebral hemorrhage. His death came on the eve of complete military victory in Europe and within sight of the successful conclusion of the war in the Pacific.
